Richard Paullin
Chief Operating Officer

Mr. Paullin is the chief operating officer of Illinois Global Partnership, Inc. He serves as executive director of the International Trade Association of Greater Chicago, one of the largest and most active trade associations in the U.S. He has 34 years of international business and management experience, including six years as a resident of Japan where he was a consultant to trading companies. He has also spent six years as an international project director with Community Systems Foundation, a non-profit, non-governmental organization engaged in worldwide nutrition and health planning services. Mr. Paullin has also been a principal in Dynaword International, a market research firm he co-founded with offices in Chicago, Tokyo and Osaka.

Paullin also managed the federally-funded Caribbean Basin Promotion Center at the Chicago Association of Commerce and Industry. The center accounted for more than $110 million in cumulative trade and investment (FDI) deals for Costa Rica, the Dominican Republic, Guatemala, Haiti, Honduras and Jamaica.

A 14-member board of directors — leaders from the private and public sectors — governs the Illinois Global Partnership. Five board members are appointed by the Governor from the private sector. The nine ex-officio directors include the Illinois Lieutenant Governor, President of the Senate, Speaker of the House, Minority Leader of the Senate, Minority Leader of the House, Director of the Department of Commerce & Economic Opportunity, Director of the Department of Agriculture, Chairman of the Illinois Finance Authority, and Chairman of the Illinois Arts Council.
